Cow Creek Groundwater Conservation District

Micah Voulgaris is the General Manager of the Cow Creek Groundwater Conservation District in Kendall County.  Since 2003 Micah has directed the day-to-day operations of the District, working in every position from well inspector to Elections Administrator.  Voulgaris provides general leadership to the staff, directs implementation of Board policies, and represents the District in dealing with the public and other government entities.

Mr. Voulgaris serves as a designated representative of the Cow Creek GCD at Groundwater Management Area 9 committee meetings and is also on the technical committee of the GMA.

Micah was born and raised in Wharton, Texas.  He graduated from Southwest Texas State University in San Marcos with a B.S. degree in Resource and Environmental Studies and a double minor in Geology and Business Administration.  Micah lives in Kendall County with his wife Rhonda and their two daughters, Marley and Reese.
